
Lieutenant Cynthia Lynch started her Career with the Hillsborough County Sheriff’s Office (Tampa, FL) in 2001 as a Digital Communications Dispatcher. In 2002 she transitioned over to the Department of Detention Services as a Detention Deputy. The majority of her career has been dedicated to the Field Training Program. She was selected as a Field Training Officer in 2003. Her love of training developed into classroom instruction that same year. She has been an instructor at the Basic Recruit Academy and has taught Advanced and Specialized Training as an FDLE certified instructor.
Within HCSO she has been involved with In-Service, Leadership, In-Service for both detention and civilian staff, Crisis Intervention Team 40 hour and annual refresher, Field Training Officer 40 hour, Juvenile Offender Management, Facility Security Deputy (initial team membership and quarterly). During the 2012 Republican National Convention she was tasked with coordinating training for all of the agencies participating in working during the convention. She assisted in creating lesson plans, selecting instructors, and facilitating instruction to all of the law enforcement and detention personnel from various agencies participating in the event.
Lieutenant Lynch has presented at conferences for various professional organizations to include the American Jail Association (2012) , Florida Partners in Crisis Conference (2012) , and the American Correctional Association (2009).
Lieutenant Lynch was a member of the Florida CIT Coalition from 2009 to 2013. As a member of the coalition, she assisted in coordinating with the Florida Association of Drug Court Professionals in the planning of the 2012 Florida Partners in Crisis Conference.
After completing a 46 hour training course through the Crisis Center of Tampa Bay in Crisis Counseling she served as a volunteer Rape Crisis Counselor for the Nurse Examiners Program at the Crisis Center from 2004-2006. She was also a member of the Sexual Violence Task Force of Hillsborough County in 2006.
Lieutenant Lynch has a bachelor’s degree from St. Leo University in Criminal Justice and attended the Southern Police Institute 137th Administrative Officer’s Course at the University of Louisville.
