
Brian Tully retired from the Massachusetts State Police in 2026 at the rank of Lieutenant. He spent most of his law enforcement career investigating and supervising homicide investigations and has extensive experience in criminal investigations and digital forensics. A recognized expert in cell phone forensics and cell site location information (CSLI) analysis, he has been qualified and testified as an expert witness and was recognized as such by the Massachusetts Supreme Judicial Court.
Brian served as unit commander of a detective unit, leading a team responsible for investigating homicides, officer-involved shootings, narcotics trafficking, wiretap operations, sexual assaults, and white-collar crime. He also served as a shift commander for uniformed patrols in the greater Boston area, directing the allocation and deployment of department assets in response to real-time incidents, special events, and public safety concerns, and as a part-time platoon commander of his department’s crowd control team.
Brian is a dedicated law enforcement educator with a broad teaching portfolio. He has delivered training on homicide investigations, cell phone technology, constitutional law, search warrants, and hostile behavior threat detection to professionals around the world. He helped develop a hostile threat detection program in the wake of the Boston Marathon bombing and has trained thousands of local, state, and federal law enforcement officers as well as members of the United States military. He has traveled throughout the country and to Australia, assisting police departments in establishing their own hostile threat detection units.
He holds a Master’s degree in Criminology from the University of Massachusetts Lowell, with certificates in Forensic Criminology and Leadership Policy Development, and a Bachelor of Arts in Criminal Justice and Political Science from Stonehill College.
Brian is also a current board member with the Southeastern Homicide Investigators Association (SEHIA).
